UN Special
Rapporteur on Extrajudicial, Summary or Arbitrary Executions,
Christof Heyns, has called the CIA tactic of targeting civilian
rescuers a "war crime.”
“When one
drone attack is followed up by another in order to target those
who are wounded and hors de combat or medical personnel, it
constitutes a war crime in armed conflict and a violation of the
right to life, whether or not in armed conflict,” he wrote in a
recent UN report on drones.
